Since the 1990s, Chang Gung Memorial Hospital Kaohsiung has operated under the mission of 'Deeply Rooted in Taiwan, Extending Medical Aid Internationally,' delivering integrated domestic community healthcare and international medical assistance. Domestically, the hospital maintains long-term mobile medical services, chronic disease management, and preventive care in southern Taiwan's rural communities. Internationally, the hospital participates in medical diplomacy through volunteer clinics, surgical teaching, and healthcare personnel training in diplomatic and friendly nations, demonstrating Taiwan's humanitarian care and medical soft power.
In recognition of his outreach efforts, Professor Chen has received highest civilian award- “Francisco Morazan en el grado de Comendador” from Central American Parliament in 2015. He has also been awarded Ministerial Order from Taiwan, Guatemala and Paraguay. In recognition of services in fostering international friendly relationship, he was bestowed with Friend of Foreign Service Medal from Taiwan Ministry of Foreign Affairs.
