Description

NTUH Infection Control Center, led by Deputy Director Sung-Ching Pan, integrated with IT, Quality Management, and Lab Medicine, developed the "Smart Infection Control Leadership System" as Taiwan's regional notifiable disease network hub. The system spans three domains: (1) policy—healthcare-associated infection (HAI) monitoring TNIS, key microorganism monitoring, AUR/TB/HIV auto-integration; (2) outbreak control—statutory disease reporting, virtual epidemic clinic, health monitoring, disease surveillance with early warning; (3) quality management—HAI monitoring, drug-resistant strains, surgical quality, antibiotic stewardship. The key microorganism auto-monitoring uses HL7-standardized database to daily screen 68 epidemiologically important microorganisms (35 multi-drug resistant). HAI monitoring sensitivity 98.16%, specificity 99.96%, PPV 95.81%, NPV 99.98%, with case enrollment time reduced from 90 to 13 days. Hand hygiene initiative reduced hospital-wide HAI by 9% (MRSA 17%); average cost of preventing one HAI infection: USD 8,023,840. 2018-2020: reduced infection rate by 35.6%, saved estimated NT$3B, trained 4 masters/PhDs, published 25 papers. Won 2018 National Biotech Medical Quality Award and 2019 National Medical Quality Bronze.
