The Child and Youth Protection and Domestic Violence and Sexual Assault Prevention Center carries out the following four aspects of business: (1) Integrated Medical Services, (2) Connecting Protection Networks, (3) Tracking and Caring for Love Transmission, and (4) Promoting Education and Research.
The center’s services focus on the following four main areas:
Medical Services: Continuously providing integrated medical care, mandatory reporting, identification of child abuse, ongoing follow-up care after discharge, multidisciplinary healthcare services and linking with protection networks.
Educational Services: Developing protective medical education, professional training and parenting seminars to promote knowledge of child and adolescent protection while enhancing the skills of professionals and community members.
University and Hospital Collaboration: actively promoting the University Social Responsibility (USR) program and service-learning courses to engage university students and faculty in child protection practices to foster sense of social responsibility.
Community Collaboration: Partnering with satellite units to safeguard the physical and mental well-being of vulnerable children and adolescents in the community, establishing long-term monitoring systems and providing psychological counseling, medical resources and educational interventions.

Lean Management & Quality Healthcare The Center implements strict quality controls to optimize child protection workflows:
• Quality Progress: Forensic photography compliance rose from 92% (2024 Q1) to 95% (2024 Q2) via quarterly reviews and staff training.
• Alert System: All abuse notifications sync via a dedicated mailbox (fjuhfpc@mail.fjuh.fju.edu.tw), instantly alerting social work and Center staff.
• Risk Control: For sexual assault forensics, a strict "two-person verification" mandates counter-signing to eliminate technical errors.
Collaboration & Sustainability
• Supervision: Under USR courses, a tripartite model (faculty, Center, community teachers) integrates with volunteer ethics training to maximize service quality.
• Validation: A longitudinal tracking study has evaluated the impact of USR courses on students' empathy and self-efficacy since September 2025.
Ethics & Privacy Protection
• IRB Oversight: All programs are approved by the Fu Jen Hospital IRB, monitored via semi-annual reports.
• Dual De-Identification: 1) System Level: Replaces PII with unique coded IDs. 2) Field Level: Uses tear-off questionnaires where names are removed under facilitator guidance.
• Data Security: Master registries are securely locked in password-protected systems, ensuring a fully anonymized environment.
To continuously enhance the quality of our services, the Child and Adolescent Protection Center at Fu Jen Catholic University Hospital has established the following satisfaction indicators for our professional training courses and parenting lectures:
Course Relevance: Over 95% of participants express satisfaction with the relevance, alignment, and practicality of the course themes.
Content & Teaching Quality: Over 95% of participants express satisfaction with the depth of the course content, the trainers' expertise, and the teaching materials provided.
Childcare Service Quality: Over 95% of parents utilizing our temporary childcare services express satisfaction with the safety of the environment and the quality of care.
Venue & Facilities: Over 90% of participants express satisfaction with the event venue, hardware equipment, and overall spatial arrangement
The Center was awarded the Silver Award in the 3rd Asia-Pacific Sustainability Action Awards (APSAA) 2024 under SDG 16. The winning project, "From Child Protection to Community Support," recognizes the Center’s outstanding and sustainable contributions to establishing an integrated medical-social-community network for safeguarding vulnerable children.
To promote child-friendly healthcare and clinical communication innovations, Dr. Fan Xiu-ping, Director of the Center, established the "Child Communication and Development Assessment" course at the Fu Jen Catholic University College of Medicine. Her medical education research, entitled "Using Adults Portraying Children as Standardized Patients to Assess Pediatric Communication Skills: A Novel Approach for Objective Structured Clinical Examinations (OSCE)," was selected as a Short Communication on Demand and presented internationally by Dr. Fan at the Association for Medical Education in Europe Annual Conference (AMEE 2024). Medical Care & Longitudinal Follow-Up Support The Center maintains a robust integrated care system for vulnerable cases, achieving a 92% tracking success rate across reported child protection cases to effectively reduce neglect recurrence. For suspected maltreatment cases, our trauma recovery services provide free counseling for disadvantaged children and caregivers. A standard course consists of 6 sessions, with extensions guided by clinical assessment.
Professional & Community Parenting Education To reinforce the social safety net, we hold trauma-informed care and abuse identification workshops for healthcare and social welfare professionals, achieving a 100% satisfaction rate. For community caregivers, parenting lectures supported by on-site temporary childcare services have also achieved 100% satisfaction, successfully strengthening caregiving capacity.
University Social Responsibility (USR) Collaboration Partnering with Fu Jen Catholic University, medical students provide remote tutoring to boost children's learning motivation. Interdisciplinary teams from Nursing, Business, PE, and Medicine design health and financial literacy curricula evaluated via pre/post-assessments. Studies indicate significant growth in participating students' empathy and pediatric communication.
Community-Based Telepsychological Support Our standardized remote counseling (6 sessions for children, 1 for caregivers) delivered measurable benefits for underserved youth.
