To reduce the medical barriers faced by Kinmen residents due to insufficient medical capacity, and to assist the government in improving the accessibility and fairness of medical resources. Under the auspices of the National Health Insurance Administration, Ministry of Health and Welfare, and Kinmen County Government, Taipei Veterans General Hospital has been undertaking the Integrated Delivery System in Kinmen area since 2005.
Taipei Veterans General Hospital adheres to the principle of “ Physicians move, Patients stay fixed”. We provide accessible, integrated and continuous medical services, such as emergency, specialist physicians, clinic/admission, medical examination, imaging diagnostics, elective surgery and medical personnel education training, etc.
Emergency Care: 24/7 Stroke Management via the "Airborne Stroke Referral Strategic Alliance."
Oncology Excellence: Advanced chemotherapy facilities, targeted therapy, and immunotherapy options.
Specialized Support: Expanding local access to Pediatric Neurology, Pediatric Cardiology, Plastic Surgery, and Rheumatology.
Provided emergency care, specialist consultations, outpatient clinics, and diagnostic examinations, serving a cumulative total of over 900,000 patient visits.
Deployed dedicated physicians and radiographers to conduct breast ultrasound screenings, serving more than 10,000 residents.
Facilitated the establishment of the Cardiac Catheterization Lab at Kinmen Hospital in 2015, successfully completing approximately 3,300 procedures to date.
The proportion of emergency medical evacuations for myocardial infarction cases has decreased from 31% in 2014 to 4% in 2024.
The age-standardized mortality rate for cerebrovascular diseases has dropped by 40% compared to 2014.
The age-standardized mortality rate for malignant neoplasms has dropped by 23% compared to 2014.
Establish a project management office and collaborate with the hospital’s administrative units to jointly carry out supervision and control operations.
In accordance with the regulations of the National Health Insurance Administration, annually review the achievement status of each evaluation indicator listed in the project plan.
Present and report project outcomes at the annual supervisory committee meetings organized by the National Health Insurance Administration.
The Kinmen County Health Bureau regularly reviews the effectiveness of the project and the budget achievement rate.
Conduct annual medical service satisfaction surveys.
Over the past decade, the overall satisfaction rate (including “average” and above) among supporting physicians has averaged as high as 95%.
The effectiveness of the “Airborne Stroke Referral Strategic Alliance” has been published in the Journal of the Chinese Medical Association.
After 20 years (2005-2025) of hard work, we have gradually improved the medical network of critical and severe illness in Kinmen, imported specialist medical services, established referral and evacuation systems, improved primary care, and strengthened chronic disease care competency. We have also improved the quality of medical services, satisfaction, and residents' confidence in medical care in Kinmen. In the future, we will continuously dedicate ourselves to help them to implement localization of medical care and Corporate Social Responsibility.
