The “Pyramid Project”, promoted by the Veterans Affairs Council, is structured around the Main Hospital, Branch Hospitals, and Veterans’ Homes to establish a three-tier integrated healthcare system for veterans. It serves as a key empirical foundation for the further advancement of the integrated medical and long-term care policy, ensuring seamless linkage between healthcare services and long-term care. Through cross-level integration and coordinated operations, the project builds a resource-sharing, continuous, and quality-oriented integrated care system. By implementing this three-tier integrated healthcare model, Kaohsiung Veterans General Hospital demonstrates outstanding collaborative capacity, enhances healthcare services for veterans, highlights the innovative value and leadership of the integration model, and ensures that veterans receive continuous, comprehensive, and high-quality medical and long-term care services.
The Micro-Clinic System, led by Kaohsiung Veterans General Hospital, has been implemented across 16 Veterans’ Homes nationwide, providing a substantial volume of outpatient services since its launch.
Telemedicine in Veterans’ Homes enables video consultations and proactive triage, reducing unnecessary transfers for minor cases while ensuring prepared and safe transfers for severe cases.
The Veterans’ Heart Care Network, pioneered by Kaohsiung Veterans General Hospital, combines mobile ECG devices with AI-assisted interpretation, enabling early detection of cardiac diseases and timely intervention.

The Micro-Clinic System saves approximately NT$1 million annually in hardware and software maintenance costs.
Training programs in geriatric care, long-term care, nutrition, infection control, and palliative care have reached 3,208 participants over the past three years, achieving a 100% participation rate.
Quality management inspections, through tabletop exercises and on-site drills, effectively review collaborative workflows and address systemic gaps.
Advance care planning (ACP) counseling over the past three years involved 1,681 participants, with 1,592 individuals completing health insurance IC card registration for ACP.
Average service time at veterans’ service counters has decreased by approximately 30 seconds per person compared with two years ago.
Through the Veterans’ Heart Care Network, timely detection of myocardial infarctions was achieved in 9 cases, seizing the critical treatment window.
