Target Population

Individuals aged 65 or above who are registered residents and actually living alone in this city, as well as persons under 65 who live alone and hold official disability certification.

 


Description

To assist high-risk individuals with sudden medical conditions, patients with chronic illnesses, long-term bedridden persons, and those with mobility impairments who live alone—whether elderly or disabled—so that they may continue to live independently and securely in their familiar environment without being forced into institutional or hospital care due to lack of support, this agency has partnered with community resources to provide emergency rescue services. These services deliver reliable and rapid emergency assistance and protection, thereby strengthening the independent living capacity of disabled and elderly individuals living alone.

 


Key Highlights

To address the pain points of elderly or disabled individuals living alone who are reluctant to wear or carry monitoring devices, IoT sensing equipment is flexibly deployed based on user willingness. Through smart adaptive sensors, personalized behavioral patterns are established, enabling an early warning mechanism for abnormal activities. (UI/UX design + community support) × AI intervention.

 

Service Data

Taiwan Secom has been promoting emergency rescue services for 17 years, having served nearly 34,000 elderly individuals living alone. The program now covers ten counties and cities across Taiwan and has expanded to include people with rare diseases as well as veterans under the Veterans Affairs Council.


Featured Outcomes

The emergency rescue service has successfully assisted 28,296 cases to date. Including repeated rescues of the same elderly individuals, the cumulative number of rescue incidents has reached 34,675, underscoring the significant safety needs of elderly people living alone. At the same time, to address the pain points of seniors who are reluctant to wear or carry monitoring devices, IoT sensing equipment is flexibly deployed based on user willingness. Through smart adaptive sensors, personalized behavioral patterns are established, enabling an early warning mechanism for abnormal activities. (UI/UX design + community support) × AI intervention.


Safety Outcomes

This risk management framework identifies nine categories of potential threats: technical, information security, human resources, regulatory, communication, natural disaster, human error, equipment, and false alarms. Each category is paired with targeted countermeasures designed to ensure service reliability, protect user privacy, and maintain trust. By combining redundancy, encryption, training, compliance, simplified design, community support, and AI-driven verification, the plan strengthens emergency rescue services and supports independent living for elderly and disabled individuals.


Satisfaction

Total Questionnaires: A total of 7,292 were completed, providing a sufficient and representative sample. Service Attitude: Satisfaction rate of 98.8%, demonstrating that service personnel are highly professional and approachable. Response Speed & Efficiency: Satisfaction rate of 97%, reflecting the system’s ability to promptly support the needs of elderly users. Resource Linkage & Referral: Satisfaction rate of 96%, showcasing the effectiveness of cross-unit collaboration and resource integration. Communication & Transparency: Satisfaction rate of 95%, indicating that information is open and transparent, thereby enhancing user trust. Overall Satisfaction: As high as 99%, representing strong trust and recognition from elderly participants toward the program.
